I can't comment on rentals, but you can ride up through Camp Pendleton to Orange County along the coast. Flat and easy, but very pretty. If you head Inland along the san luis rey bike path, you can link it into all sorts of amazing hill climbing back in East County via the 76/lilac Road/395, or for some really serious challenges, head out behind Bonsall

If you are planning on riding through Pendleton, check the base website as they instituted a pre-clearance requirement last year where you enter your ID, etc., and they do check at the gates. Otherwise you're (legally) riding the freeway)

Nitro and Ride Cyclery in Encinitas both do rentals(there may be a few places closer to Oceanside that rent as well) and also have some group rides going if you’re looking for company.
