Hi, I have a quarq dzero 8 bolt PM from around 2015 but its got 172.5 arms. Ive found a quarq dfour 8 bolt with 165mm arms for sale (the one that matches up to DA 9000 rings) and wondered if I can just swap the arms over?

Yes, assuming the BB/spindle standard is the same. Even if you have to change your BB to switch from one spindle standard to another, you can still do it. SRAM/Quarq will try to dissuade you with talk about differing chainlines between the older GXP or BB30 cranks and the newer DUB cranks, but there's only a 0.5 mm difference and I can tell you from my experience, it's not big deal.
Yes both GXP and both are non DUB so essentially the older Quarq PM's.
