I pulled a tubular tire from a rim that I was going to use as a spare. When I removed the tire nearly a 1 1/2" to 2" piece of the cotton like fabric that lines the underside of the tire pulled from the tire at the point of fabric overlap. Can I simply glue the fabric back down and still use it as a spare? I realize it's just a spare and I don't mind using it like it is. I don't even carry a spare unless it's a half or longer. If it was extremely unsafe I'd discard it though. I've only been on tubulars for a full season now and am not all that familiar with their ability to withstand personal fixes.

It's ok to re-use. Just use some trim-adhesive and glue it back down.. will be fine for spare.
