I have a Powertap Pro and a set of Reynolds Stratus clinchers that I am interested in putting the PT hub into so as to have a nicer rear wheel than what I had built for the PT hub originally. Is this possible?

I believe so. Wheelbuilder.com offers a bunch of different options. One of which I believe is a reynolds wheel. http://www.wheelbuilder.com/

Yes, but only if the hole drilling of the hub matches the number of holes in the rim.
