the shiv sits at or near the top. but you're only asking half the question. there are bikes with tall stacks that nevertheless don't fit very tall based on the bars they're spec'd with (older vision bars). the question is how tall a bike can go versus its length, all in. the speed concept can dunk a basketball because of its stems and pedestals. scott plasma? shiv? not quite so much.
then you have bikes that have similar height v length numbers that don't go high at all (giant trinity advanced pro).

Felt B-series have higher stack and from the B14 and up a bar that is also quite stack-able through a spacer kit that comes with the bayonet bar. B12 cimes with a minus 17 stem and B14vwith -6 degree stem. There is a tall dust cap on both models but you can take this away and there is a smaller one below the taller one.

Thanks a lot for the reply. So as to the other half of the question:
What are the other bikes that are pretty close to the Shiv (ie if you fit on a large Shiv you will very likely fit on X) assuming a fully stock set up?
What are some of the affordable after-market aero bars that can make a make a bike that might otherwise be too low in front fit without a lot of spacers and rise stems?
