Are there standard cut off times per segment in 1/2 IM's? Tried to find them for Swim, Bike, Run so far no success.

No hard-and-fast standards that I know of, but here are two that I just checked (times are from start of race):
swim 1:15; bike 5:45; finish 8:00
swim 1:10; bike 5:30; finish 8:30
swim 1:15; bike 5:45; finish 8:00
swim 1:10; bike 5:30; finish 8:30
