Voler will do min 25, custom, with like item ordering. The like item ordering is a big thing - it means you can use various items to achieve your minimums. e.g. jackets, skinsuits and long sleeve jerseys all contribute to the 'long sleeve' like item group. There are also 'bottoms' groups and 'sleeveless'.

most custom companies will do minimums of 16+, 12+ etc. Desoto is 12+ I believe, not sure where but I have the price sheets somewhere here... I order a lot from LG which is 16+. On the smaller quantities like you are ordering if you go with a traditional silkscreen type sublimator like Desoto or LG you get nailed on the first run pricewise as you pay for setup but on future runs your price goes down a good bit as you are now just paying for printing versus the initial setup. So if you plan to keep ordering than they are good bets. If it's only one run and you have a lot of colors in your jersey, you might want to check out one of the digital companies like championsystems, pactimo, etc as they're setup for a one time small run is a lot smaller.
