No, but the shiny surface means alot less drag. Wetsuits are made from "neoprene" which is a closed-cell synthetic rubber. They are typically "coated" on the outside with either nylon or the rubber (the smooth stuff). In general, the rubber ones have nylon on the inside since it's more comfortable against your skin.
