Why wouldn't it be? It's not some multi-year restoration project, and you won't be fabricating any of the parts by hand, will you? Assuming you have the budget, sure, it'd be a reasonable goal.

Sounds like you need:
- fork $150
- headset: $30
- shifters: $125
- brake calipers: $50
- cranks: $75
- bottom bracket: $30
- chain: $25
- front derailleur: $25
- rear derailleur: $50
- handlebars: $20
- stem: $20
- seat post: $20
- saddle: $50
- tubes and tires: $100
- cables: $30
- bar tape: $10

I don't feel like adding it up, but I'll bet it's somewhere between $600 - $800 (depending on whether you need a fork or not). That's assuming you went 9-speed 105/Ultegra level and did some shopping around (including the ST board).

In a word - ebay.

I've built several bikes from ebay bits/pieces and saved big time. Just research your components and understand the ebay market.

If you are willing to piecemeal parts form a number of sellers, I think you can do it real cheap. If you can do this, you are a lot more patient that me.
