I could understand subbing one between KK and Summer if they wanted a proper fight between Katie and Gwen, but please don't tell me that they're not the only 2 credible qualifiers for US on top of the Taylors.

KK and Rappaport have the chance to AQ in Yokohama, and if they get it, all power to their elbow, and eliminates GJ's chance thereby, btw. So if one AQs, USAT need to have KZ in Cagliari to make the Spivey v Zaferes choice for the MTR.
If neither KK nor Rappaport AQ in Yokohama, then sub one out at Cagliari for GJ (if the timeline allows (idk)).
On @kyle's point about inequitable treatment of Jorgensen and Zaferes getting starts last year, KZ is a Olympic (double) medallist (Tokyo) returning immediately post partum. Her Tokyo performance earned a substantial proportion of USAT funding this Olympiad (please correct if not the case).
GJ is returning after retiring from the sport 6+ years ago. Entirely reasonable that KZ gets preferential treatment.
