you'd need to be sure there was no angled spoke bed on the rim, then you could lace spokes into the hub and skip every third spoke hole a la Bontrager or Alex's paired spoke designs. You get two spokes close together, skip a hole, then two more spokes close together, skip a hole and another pair.

I've done wheels this way as well, but the wheel is not as strong as a regualr 24 wheel with an angled spoke bed. This pattern will work for front or rear wheels however.
