I believe it's a vinyl compound. It does stretch a little, but not quite as much as a latex swim cap. Stretching the upper half of the sleeve by maybe 2cm is the max I would think.

For sizing, I have a EU size 48 shoe and got size 49 sleeves. Maybe I could have gone for a size down, but it's a snug fit as it is.
