After having taken soy milk regularly for some months now... I can say that soy milk seems to work for me. If I skip soy for a few days, I tend to wake up more at night.

I went ahead and bought a soy milk maker, and recently picked up a 50 pound bag of organic soybeans for $60 from a local grocer. It's way cheaper than cartons of soy milk from the store, plus it has no additives in it and is fresh. The above article, excerpt: "1:42 p.m., April 4, 2012--In the most comprehensive study to date to examine the effects of soy on menopause, researchers have found that two daily servings of soy can reduce the frequency and severity of hot flashes by up to 26 percent, compared to a placebo.
The findings, published in Menopause: The Journal of the North American Menopause Association, reviewed 19 previous studies that examined more than 1,200 women. "

I'm going to throw my black cohosh away. It did nothing for me, in my sample size of n=1 (me).
