My guess is that you just happen to be in an area where demand for halal is low, so the prices are lower. In some places, halal is more expensive. The meat is the same as non-halal.

It's about $8.99 for a halal chicken and 12.99 for a regular chicken. Now the regular chicken is slightly bigger but not that much bigger.

Chicken prices in the chain grocery stores here are ridiculous - my guess is because they know customers don't want to make multiple stops for groceries and they jack up the prices. Smaller local markets sell chicken for $3-4 less per pound.
