There's no law anyone must raise a child but there is a law that the parents must support the child. Better? (The original point was devoid of thought and reasoning hence my snarky response.)

slightly. if the parent waives any parental rights, they dont have to support it.

there is also no law that says all parents must support their child even if they dont waive rights and refuse to raise the child.
