re-write constituion ? what should be amendment-ed ?

since the electoral college was implemented because communication was by horse back at the time.... was the reason.

or

... the war power acts was enacted because it would take a long time to re-convene congress to declare war.

and

looking at how quickly information travels these days.

how can antiquated amendments be amended to fit this day and age or improved ?

or

if it works.. don't fix it... leave it all alone

or what other constitutional amendment needs re-evaluation for validity or improvement to meet modern standards ?

The War Powers Act came about in the 70's, the 1970's.
