To the bolded text, quite callously, because we allow people who "can't feed 'em" to "breed 'em". Many of those in poverty have a generation cycle 20%-30% shorter than a "typical" professional (baby at 20 vs. 30+). We're (in the U.S.) over populated, and even if we could get current non-wage earners qualified into jobs, they wouldn't be globally competitive at government or union mandated wages. Is what they could produce of sufficient value to justify what they are required to be paid versus a foreign produced competitor. The concept of working fast food and supporting a family of four on it is absurd. Generally speaking, if you're out of high school and not at least managing a FF restaurant, your lot in life is not a surprise, so don't have babies (the largest financial hurdle ever).
