What is next for New orleans? Do we rebuild everything that was lost and hope that another hurricane/flood doesn't happen? Do we rebuild 5-10 miles inland on ground that is above sea level?

Obviously there has to be some infrastructure in new orleans to act as a port for the Mississippi. But does the entire population of the city need to return?

I have heard that after the floods in Cincinnati a few years ago FEMA helped people to rebuild but told those that rebuilt in the same place that had just flooded that if another flood occurred that they would receive no federal assistance the second time. Hopefully this policy will be in place for anyone that rebuilds in new Orleans.

For the engineers out there. What are the logistics of rebuilding? Is it easier to destroy the infrastructure in NO and rebuild in the same location or is it better/easier logistically to rebuild somewhere else?

Are there going to be people to move back if it is rebuilt? The victims have to go somewhere else now to find employment to pay their bills and put roofs over their heads.
