It’s the Ramones. Some might say that their NY comrades Television or Patti Smith who both slightly predated the Ramones but neither had the blueprint punk rock sound. No, it’s not the Stooges or MC5 or whatever. They weren’t punk bands. They sure helped influence it but they weren’t punk.
Damned were formed two years after the Ramones so not sure how that argument makes sense.
For me it’s the Ramones musically and Sex Pistols stylistically/culturally. Everyone wanted to sound like the Ramones and look like the Sex Pistols.

Tom Verlaine & Richard Hell were from Delaware; Patti Smith was from South Jersey (she worked at Campbell Soup in Camden for a while, as did I)
Personally, I favor The Stooges, or even The Who - smashing up things on stage and they even had a song titled “The Punk Meets The Godfather”
If you listen carefully (or sarcastically), The Ramones were doing their best take at really bad Beach Boys songs, and playing then way too fast, besides LOL
Poor writing + poor musicianship + loud & fast = early Punk, so we can go with that, if you care to
The Sex Pistols “look” was totally created by Malcolm McLaren & Vivienne Westwood to advertise their shop - “we’ll work on music later, if need be”

To be clear up front, I am in no way qualified to discuss the history of early punk rock, opinions are strictly my own. It’s funny you mention The Who, I consider punk largely a reaction to bands like The Who. In the 60s and early 70’s blues based rock exploded in popularity. Once there were really large crowds, rock evolved in to a more theatrical performance. Tommy is the poster child for this evolution(or Queen). Punk was a return to guitar/bass/drums garage band music.
