Your tables show all the div winners first - absolutely the right way to display.
I suggest that those #1 athletes are better ordered in div order ie M18 - 79 and F18-79 rather than in the performance factored order. And that their actual performance factored order is shown against their name.
Then, as you have done, list the non-winners in performance factored order.
I did this on excel for Copenhagen and only include the link to show you what I mean.
