The US hasn’t officially been at war since WWII as that requires an act of Congress. But it does authorize military actions. It would be challenging to annex another country without declaring war. POTUS does have some leeway for military action without Congressional approval for limited periods of time. However even if the US managed to take full control over Greenland in short time, Congress would still have to approve the annexation. That would require a 60 person vote in the Senate.

"Under Article 5 of the North Atlantic Treaty, which holds that an attack on one is an attack on all, the U.S. is bound to protect Greenland. A 1951 treaty between Denmark and the United States gives the U.S. military pretty much a free hand to locate bases in Greenland and protect itself against attack.

“The United States can basically do what it wants in Greenland,” said Kristian Soby Kristensen, head of the department for strategy and war studies at the Royal Danish Defense College in Copenhagen. “I don’t know of a U.S. demand that hasn’t been met. When President Trump says the U.S. needs military control — well, in a sense it already has it.”
My 2 cents FWIW:
As for annexing or sovereign sale, or invading Trump keeps throwing shit into the wind. I’d lean somewhere along the line of his Iron Dome missile defense thinking and using Greenland as a hosting site as his opening argument to increase the US presence. The mining of resources and such might have to wait to maybe his reign in 2032.

For some really strange reason, Trump thinks that since he won an election in the U.S he is popular everywhere and people outside your borders will bow down to him in the way as the Republican party and their followers.
