Wondering if it’s unwise to use 25/28c tubes in 23c tires… would it increase the rolling resistance to use these tubes in 23c tires: See eBay auction number: 300671318916

Not exactly. You increase the risk that the tube might be peeking out of the tire bead when you first install it, but once inside, you’re actually better protected from punctures. As for pinch flats… I’m thinking not on that one.

Do you think the extra tubing would have any impact on rolling resistance?

It’ll be heavier, and it may stiffen up the tire/tube combo by a negligible amount. So in theory it might increase rolling resistance, but I think when you take a dump would have more effect on your ride than your choice of tube.
