No water. You should be adeqautely hydrated prior to the event. It would only slow you down.
Depends on temperature and humidity. If you are well hydrated before, you shouldn’t ‘need’ any water on the ride, but you may want some. If its really hot / humid take along a few sips worth.
Depends on the temp/humidity. I did a 20 km TT last year in the heat of the summer and was glad I had my front mounted bottle on the bike. If it was in the fall/spring it would be different.
You don’t need water or anything for an effort of 1 hour or less regardless of temps. Pour water over your head to cool off if needed. Don’t put it in you since if will draw valuable blood from your limbs to your gut and slow you down. And for that matter in any long race when you are 20 min out from the finish, don’t put anything in your mouth. It will have no effect before you cross the line and just slow you down.

No water! Agree with Dev. too! Just think about a 10km run… no water needed if done on its own.
If you have one of those front mounted aero drink bottles then why not bring some along just in case. The bottle is said to make some people more aero. I am one of those people that drink a lot of water. Will it slow you down? maybe a little bit.
If you drink enough water before hand (or maybe from the swim) then you probably won’t need it on the bike but then you may want to drink on the run which I find difficult to do without walking.

Nah…just sip some Gatorade in the half hour before, during your warmup. Leave the half empty bottle on the bike (but don’t reach for it), then you have the built in benefit of knowing that a PR is still in your future (even if this event was itself a PR), because you had that bit of excess drag. Far more importantly, when you cross the finish line and are spinning down you have something to drink.
I think he’s referring to a bike only TT.
For a tri I’d bring water on the bike regardless of distance, although some folks might not need much for a sprint.

Don’t worry about excess drag, take a downtube mounted bottle either full or empty. According to John Cobb, a bottle on the down tube has LESS DRAG than no bottle. Read all about it at the link below.

I disagree about 40k TT’s however, it will not really slow the rider down to take a drink mid ride and will do wonders to keep the rider hydrated and feeling good - which is worth more time than reaching for the bottle will take
