Federal Electric Bicycle Law HR727, passed February 12, 2003 is clear on the matter.
The law defines Electric Bicycles as:
“a two-or three-wheeled vehicle with fully operable pedals and an electric motor of less than 750 watts (1 h.p.), whose maximum speed on a paved level surface, when powered solely by such a motor while ridden by an operator who weighs 170 pounds, is less than 20 mph.

Don’t think it was this particular one - the speed is limited to 20mph or less…

The accusation was that he was using a “gruber assist” type drive.

On the topic of powered bikes, I actually had a guy ask me about (i.e. accuse me of) using a motorized hub at LP this past weekend. “What the hell kind of hub is that? It doesn’t look legal to me.” Umm …. It’s a powertap. Pretty sure I wasn’t the only one on the course riding one.

I guess that makes more sense than adding a length of bike chain to get the weight up to UCI limits. It’s certainly not dead weight.

That is fantastic. Until the readout says 3000W, I don’t think he can accuse you of that being a powered bike:) I know everyone isn’t as into bike gear as we are here on ST, but as you said you pretty sure you weren’t the only one with one there.
