Want to lower my stem - what part do I need? (See photo)

I have a Quintana Roo Seduza and have dropped the stem down to the conical part/spacer just above the head tube, as shown in the photo below. I am told I can get a replacement part that would be even shorter to allow me to drop the stem down even more. What part am I looking for? What is that conical piece called?
