I’m looking at the new Vision tech brake levers and I’m going to put them on my A700 bars. It looks like I will not need the adapter as the A700 are 22mm diameter, but I would like to know how they attach to the bars is there a set screw?

Anyway.
When you mount the FSA brake levers on an FSA/Visiontech base bar they clamp on the outside surface of the bar using some sort of a set-screw type arrangement. If you use the adapter (for use generally with non-FSA/Visiontech bars of a different diameter), then the adapter uses an expander wedge inside the base bar and you clamp the brake lever to the adapter using the set screws- make sense?
So, in re-reading your question: “Is there a set screw?” I think the best answer is that there is a bolt or screw that tightens the brake lever body around the outside of the base bar. This is as opposed to the more common method, such as found on Dia-Compe 188’s where they are anchored internally via an expander wedge.
