TR runs on adobe flex (flash) so I don’t think it is going to work on an IPhone even if it wasn’t for the other issues.
But beyond that you would have to have a phone that was ant+ compatible or be able to take a usb dongle.
You might consider picking up a cheap laptop? I haven’t shoped for one for a while but there are some that are less than a Garmin these days. Ebay might have something cheaper.
I don’t think a Chromebook will run TR either – currently Mac or PC. Likely there would be driver issues beyond just porting the Adobe Air application (not that is isn’t possible… I just question if the effort could be justified by enough return $$$).
To the other poster about needing an ANT+ usb dongle or ANT+ built-in. There are some Android phones with built-in ANT+ support, plus the iPhone (and iPad) has the Wahoo Key that is commonly used. I think at one point Nate had alluded to looking at an iPad / iPhone version or at least an app with some functionality.
As others have mentioned, the needed hardware is out there (Wahoo ANT dongle)… the issue is likely duplicating an entire code base into Obj-C for iOS and Java for Android with nothing gained but the ability to run the app on those platforms (no new functionality). Now you have at least 3x the code to maintain, and that’s without getting into the nightmare that is designing and coding for the plethora of screen sizes. Furthermore the horsepower on mobile can be low or variable, I get occasional lags on the laptop during a workout. Usability may be an issue with mobile and I’m also guessing a two hour workout where you’re sucking in data via ANT+ and running fullscreen graphics would torch the battery as well.
One option they could consider is exposing a public API (for access to the workouts, user accounts, etc.) and letting the dev community deal with rolling mobile versions of the app but there will be quality issues, security issues and monetization issues there as well.
I’d love to be able to use my iPad on the bike with TrainerRoad instead of dragging my laptop down there too but it’s a non trivial undertaking on their part.
Def non a trivial undertaken but if somebody else comes out with the same idea for iphone/androids/tablets then that person can easily put them out business…
I heard TR works fine on Win8. Would a Win8 phone work?

No, Win8 phone doesn’t have any way to read an ANT USB stick. It would be another code base too.
We’ve got an intern who’s started on iOS. We’re also looking at hiring another company to help us, that’s in the early stages. If neither of those produce fruit, Reid and I are going to jump on it full time in the spring. We have a few other things we personally want to do first.
For performance, I’m sure the iPhone 4s+ will be able to handle it no problem. We will be writing native code. The occasional slowness on clunky laptops is due to the single threaded nature of AIR at the moment. That’s being addressed in the next AIR release though, we should be able to split our code into multiple “workers” which will make everything more snappy.
For features, we’ll try to make it have the same features as the desktop player (no workout creator on the iPad though). After that, I think the features will lag behind the desktop. So we’ll roll out new stuff, make sure it works and is how we like it, then port to iOS. That’s the plan though. If we get more users on iOS than the desktop, we’d go iOS first.
