Tracking Cycle Groups/Riders via Smartphone

In our area, we have several casual/semi organized riding groups that are departing from several different places within 5-10 miles of my house. Additionally, there are a couple of regular shop rides that have reliable start times and routes. Last, I have a few riding buddies that I hook up with to ride in groups of two or three of us at other times. The problem is getting hooked up with each other out on the road.

Does anyone know of an app for any smartphones that can provide real time or close to real time tracking information for a network of users? Ideally, I’d like to be able to open the app and see which of my riding buddies or groups is ‘out’ and where they are so I can hook up with them.

The Find My Friends app on the iPhone can be used for temporary location sharing, but I’m not aware of any device or app that can be used ongoing without giving your position at all times, or without a fee. Others might have more info, but I’ve been doing a ton of research on tracking devices for racing, and all I’ve found is either the phone itself or a device like the Garmin GTU-10 or the one MyAthleteLive rents.
