I have a Specialized Tarmac SL8 and would like to add the Venge TT/TRI stem-mounted Clip-on, for triathlons.

I just can’t found anywhere the Tarmac Clamp for the Venge Clip-on to be used on the Tarmac.

I like the Controltech Sirocco Clip-on, but I don’t think it would fit the Tarmac stem, and I don’t know if adaptors exist.

No, Controltech told me it would not fit on the Tarmac stem.
They offered to produce a special clamp for me, but quoted about $500 for the design and production of that clamp. I declined the offer, but their customer service was very nice, reactive and willing to help 
I think all the bike companies have learned that they will sell more bikes by differentiating the TT and road versions enough that you can’t just slap on aerobars onto the road version and make it a TT bike.
Integrated road headsets are now standard on nearly all bikes over $2k, and nearly all bikes with electronic shifting. And nobody makes aerobars for these integrated aero road handlebars.
Add that to the fact that the starting price for a lot of major brand TT bikes is in the $5k range now, and it’s easy to see what a preposterous situation triathlon bikes have become. My TT bike just developed a frame crack so I have to replace it, but not only are all the bikes $5k+, but the ones in my size at pretty much all the major brands are sold out. And have been sold out for a long time.
I found the Specialized Venge ITT clip on aero bars online. Probably one of the last pieces available from a digital retailer (‘Performance Bicycle’).
Then I found the Specialized Tarmac Clamp (which you need if you want to clip the Venge ITT aero bars on a Tarmac stem) on the Canadian website of Specialized, using a VPN. But they don’t ship to the US, so I had to ship it to the address of a Canadian friend, who frequently travels to the US and brought it to me…
At the end of the day, it works perfectly, but this setup is more for occasional TT (like your race day or the few sessions leading to it) than a permanent TT option. If you wanted to permanently transform your bike into a TT bike… you should buy a TT bike 
Actually i have a tt bike as well, but i have planned alpe d’huez triathlon long distance in july. So, the best option for me is a road bike with aerobars.
The clamp you bought…. You have the roval rapide cockpit or did you buy the tarmac stem and another handlebar? I have the Roval rapide cockpit
The clip on system only works if you have a cockpit with a stem and a bar (bar can be aero or round, it does not matter), like on the attached picture.
If you have a fully integrated handlebar (no stem, just one-part cockpit), it will not work.
That typed, for the Alpe d’Huez Triathlon, the course is so hilly that it is ‘less’ critical to have aero bars.
