i read somewhere that you are allow to use a snorkel for the swim portion of the triathlon. I dont plan to, but i just found it interesting that it’s allowed. can someone confirm this. i believe USAT rules dont prohibited it.

Yes, and I have seen it done, and it did not work well.
There are some races the prohibit it, WTC comes to mind but as a general rule they are allowed.
