I just bought a Profile Design cobra wing base bar (31.8mm stem clamp diameter) and I need to change my stem since it is too long. Would this fit: Oval Concepts R700 50mm 84 degree 26.0mm steer tube, 28.6mm base bar?

You have 3 dimensions you need to match up; Length, Clamp Diameter & Steer Tube Diameter.
If you’re new base bar is 31.8mm you need a clamp diameter of 31.8, not 26.0 or 26.8.
50mm is the length.
Your steer tube is either 1" or 1 1/8".
