My LBS says no spacers above the stem, that the’ve been told it’s not safe. Is this just a new old wives tale or is there something to it?

Partially an old wives tale. The risk is not the spacers per se, it’s if you have a lot of spacers that the expander part of the top cap might not reach down to where the stem is. That expander provides support for the for steerer so the clamping of the stem doesn’t crush it. 10-15mm of spacers probably isn’t an issue, but if you’ve got 2 inches of steerer/spacers it would be unsafe. My LBS/Tri Shop purposely left a 10mm spacer above the stem so I could raise my stem slightly in the future.
