A quick google search of recent news shows they are heavily interested in Ullrich possibly as well. I don’t know who or what Tinkoff is, but they will be getting a lot of advertising out of their investment if they have Ullrich and Tyler.
It’s definitely “buying low” on these 2 guys right now, let’s see if the return on investment is good.

they’ve offered 3.4 million Euros to Ullrich. Tinkov is a rich russian billionaire. Not sure what his business is though.
However, they would not be guaranteed a spot in the great tours and the classics.
Tinkoff is a new Italian-Russian continental team. I believe Tinkoff is a banking institution.
Other big names set to join the upstart continental squad include Tour de France stage-winner Salvatore Commesso and Ruggero Marzoli (both ex-Lampre-Fondital), German sprinter Danilo Hondo, Ricardo Serrano (ex-Kaiku) and Olympic champion Mikhail Ignatiev along with seven other promising Russian riders.
They will be riding Colnago bikes and hope to race in the Tour of California and the Tour of Georgia. I’ve read some reports that they are also going after Ullrich.
tinkoff owns several breweries and restuarants, however, the team is being sponsored by his new venture into banking.
