Kind of a “nuclear option” but how important is it you keep the seat post? You could always just replace the whole thing. Or take a solvent like wd40 and after a soak try and take it off with an impact.
WD40 is NOT a solvent.
is this an alloy post, or carbon?
if alloy try PB Blaster, let soak in for at least an hour.
If carbon, try degreaser first (is it just sweat and goo holding it in?)
I am sorry but it is not about the post but the thing on top of the post that is supposed to tilt.

I am not familiar with the bike and seatpost shown in your photo, but that type of saddle mount typically has serrated teeth at the back for adjustment. If it isn’t moving when the lock screw is loosened or removed it may be that the saddle rails are holding the rail mounts tight in the seatpost. Have you pulled it apart completely to see how it adjusts? I.e. did you install that saddle?

i completely removed the screw in the photo but nothing moves or tilts… i did not install it myself

er, I mean, appropriate application of a force vector for compliance.
as said, sometimes the saddle rails are narrower than the clamp shelf. with ISM the rails are one piece across the back and pretty stiff. try some gentle twisting of the saddle L to R, then a good thwack on the tail downwards.
It looks like the cervelo seat post head. It’s always getting stuck and needs a little encouragement to get out.

Completely remove the bolt, take off the saddle, and find a way to tap our each side of the clamp (tapping from inside to push the stuck piece out of the hole).
