Hello - a member of my triathlon club is in Tallin for Ironman Estonia, but his bike didn’t make it. He’s in the 65-69 age group and has worked incredibly hard to get fit for the race. It doesn’t look like there are any hire bikes. Does anyone have a spare bike there or know someone there who might have one he could borrow?

Most likely Jim will be of no help and suggest getting shorter cranks.
Check the expo. I did not have a bike arrive to an IM and several stands at the expo had bikes on display. Two of them said I could borrow/rent their bike for the race. There may also be some locals or fans walking around the expo who would let you borrow their bike.

Thanks all - his bike arrived a few hours before the race start and Ironman allowed him to check it in on the morning.
