are you in a winter climate, i know this time of year in the pacific northwest were all starting to get out the cold weather stuff. cant go wrong with anything from craft and you could get a couple thngs for 150 bucks.

I’d second the high-end shorts suggestion. Always nice to have several pair, particularly if they ride a lot. Or if they have a $45.00 pair now.

A new set of tires, definitely. Bar tape, a box of charcoal foot warmers if in a cold climate. Gift cert to his LBS. Bunch of new, clean drink bottles. Spinervals videos.

Your problem is that buying a roadie a present is like buying a woman a dress. With the roadie, you have a distinct advantage; once roadies find something works well, we replace like with like.
There’s no point getting a top of the range pair of Assos shorts if the roadie get on well with Nalini, Oakleys are great unless he gets on well with Rudy Project etc.
You have two options:

Buy some new stuff to replace some worn stuff. As others have said, a tune up kit consisting of new gear and brake cables, 2x bottles, 2x tyres and some bar tape* will always go down well. Make sure that you buy exactly what’s on the bike now though. If you aren’t sure, take a photo and post it here and we’ll tell you what it is (and, if we’re feeling nice, link to it!)

Take a chance on upgrading some kit if the roadie is not already equipped with the best. Perhaps get a fancy gear and shifter cable set like Nokons. You could get a nice winter jacket or some top end shorts. Try to stick to the same brand if possible as this will let you get the same size which you know will fit**.
Could you ask one of his (/her) cycling friends for tips on what they really want?
*Colour matching of this is fundamental. Going back to buying a dress analogy, getting the wrong colour tape is like getting a dress 6 sizes too big.
**also applies to helmets, glasses, gloves etc.
