Rand mountain bike - any good?

Hi -
I’m trying to put together an inexpensive commuter bike, and have an old bike that’s in decent shape, but not sure if it’s a total piece of junk or not. It’s a Rand “LA Cruisin” 18-spd mountain bike. This is for commuting only, I don’t care if it’s nice, but I’m trying to figure out if it’s total crap (like the kind that sell for $60 at Walmart).
Any ideas? Or what are key things to check? It needs work, but i can do that. But I don’t want to go to the trouble of putting new brakes/derailleur/etc on if they’re OK.

I did a google search for Rand Bicycles and a lot of the sites that came up were recalls:

I’d probably not put money into it towards upgrades. Ride and save until you can invest is something a bit more reliable/fun to ride. If you going to commute, get something you will WANT to ride regularly.
