Quick release seat angle adjustment?

Hi I was reading the January issue of Triathlete magazine and came across the article by Dan Empfield on the Giant TCR Aero 1 (pg 92). In the article he mentions the use of a “shift-on-the-fly seat angle changer…” Can anyone point me to a link for this product or is it something he made himself? Any help would be appreciated, thanks in advance.
