When can non-volunteers sign-up on site for 2013 and if you are on-site does everyone get the chance to sign-up prior to opening up for online sign-up?

Morning after the race. So Sunday morning. Don’t get confused by the massive line of people purchasing finisher gear. When facing the expo the volunteer line is further right.
