So I’ve been taping things to my top tube for years-gels, FastAir, etc. Recently, I wrapped tape around an area of the top tube that had a minor ding in the clearcoat from my cleat or something similar. As I pulled the tape off a shitload of clearcoat came with it too.
It seems safe enough to use electrical tape to tape things onto intact paint, just be careful around damaged areas.

go to the autoparts store and pickup some clear coat touchup paint, and overlap thr good clear coat by 1/3 and then wetsand with 600, then 1200 sand paper, voila
I just put clear nail polish or spray a layer of clear coat over paint flecks/dings.
I would suggest you retouch the area before using tape

I actually have tons of superfine grit sandpaper already (1500 and 2000) so I ought to be able to get good results. Might as well do a before and after thing here.
