Not explicitly, but they certainly deliberately led people to believe that a race between Phelps and a live shark (in some shape or form) was the plan.

Well, in fairness, he wanted to be eaten by the snake, but the snake wasn’t really interested in eating him.

Also, that would have been really nice for the snake if he did eat him only to be killed and cut open to release the guy.
