I believe it’s 3% in general unless you do gift option then nothing.

When gifting, I’m pretty sure the money sender pays the 2.9% fee. I completed a face-to-face sale recently. Buyer wanted to pay via PayPal and I requested he add 2.9% or pay as gift. He completed a gift transfer in front of me and he was charged the fee on his end.
I believe the Gift Giver can choose to pay the fee or transfer it to the recipient.
You can do an instant transfer and I believe there are no fees associated with this type of transaction.

There are two steps to transferring money w/o a fee (to buyer or seller): first, you much choose gift (vs. payment)…seems like everyone understands this. Second, you have to fund the gift with either money in your PayPal balance or bank account; if you fund with a debit or credit card there will be a charge of ~3% (technically, 2.9% plus a $0.30 transaction fee).
I believe if you give a gift and it is from a checking or savings account, if you use credit card there is a fee, or you can’t even do it with credit card…
You can send a gift and fund it with a credit card (I’ve done this for something on the classifieds forum). You just have to pay an additional 3%.
I’m not 100% sure, but you may have different protections if you use the “transfer money” option vs. labeling it as a sale. I.e., if you get ripped off you may not be able to have PayPal be on your side and get you your money back. And if you pay with a bank account to avoid the fee, obviously you won’t have a credit card company to dispute the charge with either.
