Looking at building my own new bike. I don’t think I have ever seen Campy comp on a tri bike, only Shimano. I have Campy on my road bike and love them. Is there a reason for this?

There is no reason for it. Put campy on your tri bike if you want to.
Lots of pro tour teams have Campy on their TT bikes. It works well.
I have campy on my road and tri bikes.
Shimano owns the mass market so that’s why you don’t see a lot of Campy on TT or tri bikes. I have an old (still 10 speed) Campy TT bike and my son raced this year with Campy shifters and rear derailleur on a P3SL because we couldn’t get the freewheel piece to convert our Zipp disc to Shimano (arrived after being back ordered two or three times but after we converted the bike at the start of the season).
Campy is available and works just fine. It would also allow you to switch wheels.
