Well that would be because USAT DON’T require blokes to wear a top! Admittedly some blokes certainly should, and IMNA/WTC require them, but USAT don’t.

I’ve seen people DQ’d for running with headphones in a tri.
I’ve seen it penalized. My training partner at Gulf Coast 2 years ago. But, I saw no less than 10 of them at IM Austria this year. I even saw one guy on his cell phone!
At the Florida 1/2 IM this year, I saw a guy on his cell phone DURING THE RIDE!! Didn’t see him penalized at all.
