More important, Tri bike or Wheels?

If you only have enough money for one( this is hypothetical so don’t say, MMMM hello a tri bik setup is like 3k and a wheels set up is like 2k so bla bla bla) witch is going to save you more time on average, a good wheel set (Zipp’s or HED’s) or a triathlon bike (P2 or Transition) . Just to make things clear, when I say a triathlon bike I really just mean the frame because I will be using aero bars regardless. What kind of time savings does one have over the other?

if you are going from a huge round aluminum tubed road frame with a head tube too high or seat tube too slack to get a low position on the road bike

then I think the frame switch will be better

if your road bike lets you get as aero as you want to get, and doesn’t have huge mega tubes, i think the wheels will make more difference.

i think what you should really do is get a P1 or used P3 aluminum, a disc cover, and a cheap used hed jet front wheel

I agree with hidayanra, you don’t need the newest, most expensive equipment - there are only minor changes made year to year, find a decent used bike from a friend or someone reputable and even look for used wheels. You don’t need Zipp’s to go fast, pretty much any aero wheelset will do unless you are eeking out seconds for the win.
