Perfectly fine.
90mm is certainly on the shorter end, but as long as she can steer the bike I don’t see it as a huge problem. 100-120mm is more common though.
Did she mention to the fitter that frame colour was an issue?

My road bike stem is 110cm, my TT stem is 80cm.
Usually smaller frame sizes (46, 48, 51) have shorter stems. She should be fine if the bike otherwise fits her. My wife was riding a bike with a 60cm, till I finally got her sized right (and they made smaller frames with shorter top tubes).

The “par” size for a road stem is 100mm, but anything +/-20mm is in the standard range.
Many women end up with a shorter stem, and 80mm are probably more the norm on road bikes. No issues with the 90mm.

This has absolutely nothing to do with stem length but is that 36" measured from crotch to the floor. My inseam is the same thing but I am just shy of 6’. I knew my proportions were out of wack but I didn’t realize they were that out of wack.

I am a short male (5’7") and have a 75mm stem on my cervélo P2 (triathlon bike).
