That doesn’t make sense. Gas is lighter than air so it shouldn’t have been a problem. Unless maybe he had too much air in his tires.

Of course the garbage truck is slightly different since propane was stored in composite overwrapped pressure vessels (copvs), which are more difficult to make safe compared to the metallic tank of that truck. This is because the metallic tank should be able to avoid a catastrophic over pressure with a simple relief vent that opens at a certain pressure. The COPVs need to have safeties for both pressure and temperature, and on that garbage truck the temp one likely failed.
Not saying windy caused it to fail, but we should not rule it out since he is close by.
