find a seat with a higher stack height, or shorter cranks.
either way you may want to go up a size in frame rather than be at the extreme limits of seat height.

Ummm…no. Using a longer crank effectively increases the distance from the pedal to the saddle at BDC.

Some suggestions here are good already. (BTW, you would want LONGER cranks not shorter).
Here’s another suggestion: move your seat backward a little? Not necessarily conducive to a good TT position, but would increase the distance from seat to pedal.
Seats from Fizik usually are taller than other seats.

so yes, longer cranks would drop him down a bit,
but re-reading this, i’m inclined to agree that he may
actually need a larger frame, rather than mess with
the seat post and/or cranks.
My fitter recommended getting higher (my seat). Ass did my coach. The front of my knees gets sore. I’ll maybe look into the longer crank option, I’d like to switch to outboard bearings anyways.
My seat is the stock Fizik, I don’t know of any tri saddle with higher stack?

The fact that you get pain at the front of your knee is indeed consistent with your saddle being too low. That isn’t the only possible cause, however, and even if it is, I don’t think longer cranks (which will require that you bend your knee more at the top of the pedal stroke) are the solution.
