Cheap is less important than the other stuff
Do a Google search for Panama City Beach and you will find lots of condos for rent within walking distance of the race site. I recommend not staying at the host location (was the Boardwalk complex) since it is overpriced and a dive.
I’ve raced gulf coast 2X and IM Florida once. I have stayed at the Motel 6 twice and found it adequate and within a mile of the race site. You might have to walk up a flight of stairs with your bike, but hey, life is tough. I think it’s on front beach road but not sure. There are 2 that are pretty close. Call them and ask for the one closest to the race site.
Stay at the Americana, about 2 miles away, but they are very nice people and will give you a ride to the race sit in the morning. I think most of the rooms have kitchens also. www.americanamotel.com

I lived in Panama City last fall (October through December). The entire town is empty during that time of year. It is a complete “buyer’s market” during the fall. Don’t hesitate to negotiate with any of the hotels/condos.
There were a LOT of condos on the water (and slightly inland) which were within walking distance of the event. You shouldn’t have trouble finding an affordable option.
If you are retired military/reserves, the BOQ at NDSTC is fantastic and it only costs $12 per night (with a kitchen).
