(e) There must be no protective shield, fairing, or other device on any part of the bicycle (including frame, wheels, handlebars, chain wheel and accessories) which has the effect of reducing resistance.(g) Wheel covers shall only be permitted on the rear wheel. So according to (e), you can’t put a shield or a fairing on the wheels, but according to (g), you can put a wheel cover on the rear wheel. Huh?
Its pretty much the same for every organization whcih sanctions bike racing. No fairings, except for wheels. Not always well written though.
